The device has a housing (1) comprising a feeding hopper (4), and a crushing mill (3) arranged below the feeding hopper at the housing. A shredder (2) is arranged below the feeding hopper and above the crushing mill in the housing. The shredder consists of a serrated roller and a guiding plate, which is radially arranged at a distance to the roller. The guiding plate is supported at a region of an end against force of a spring i.e. compression spring, at the housing, where the end is turned towards the crushing mill. A gas pressure damper is arranged between the plate and the housing.
