PROBLEM TO BE SOLVED: To provide a video recording and reproducing device which prevents video recording operation from being not properly carried out due to a change in channel setting of a tuner. SOLUTION: A video recording and reproducing device 1 has: a storage part 13 storing viewing channel-setting information 132 indicating channels which can be received by tuners 10A and 10b, news channel-setting information 131 indicating channels and a time slot by which video recording is performed repeatedly and periodically, and news video information 130 video-recorded based on the news channel-setting information 131; and a news video recording-managing part 12D setting again the news channel-setting information 131 when the channel of the viewing channel-setting information 132 does not coincide with the channel of the news channel-setting information 131.
