PROBLEM TO BE SOLVED: To effectively monitor a manner violation that is smoking while walking, regardless of its taking outside or inside of a building. SOLUTION: A monitoring device for smoking in walking detects a high-temperature part (frame of tobacco) with an infrared camera 30; dynamically captures the presence of a tobacco in smoking; and dynamically captures the presence of a pedestrian with a PTZ camera 20. Both camera captures the same monitoring area, specifies the smoker in walking, by associating the pedestrian closing to the high-temperature part with the specified smoker, and represents the position of the specified smoker with the coordinates on an image screen. The monitoring device controls the PTZ camera 20 in order to trace the smoking in walking, on the basis of the position coordinates of the specified smoker, captures, with the PTZ camera, the specified smoker in walking by zooming on the center of the screen, displays the captured image on a display 51 disposed at an advertisement tower 50 on a site and issues a warning.
