PROBLEM TO BE SOLVED: To provide a laminate the inner surface in contact with a content of which is kept clean free from contamination with microorganisms, adhesion of foreign matters and elution or the like of chemicals from the inner surface of a packaging bag, and which has good adhesion between an aluminum foil or a plastic film and a heat-sealing tube, and also to provide the packaging bag using the same. SOLUTION: The laminate 10 is provided with: the heat-sealing tube T; reinforcing layers 9 stacked on both outer surfaces of the tube T; and heat seals 6 formed in parallel to the processing direction of the reinforcing layers 9. An anchor coat agent 4 is formed on the rear surface of the reinforcing layer 9, and the heat-sealing tube T and the reinforcing layer 9 are bonded together through a polyolefin resin layer 5 formed by extrusion-molded between interlayers of the tube T and of the layer 9. The anchor coat agent 4 is formed by applying, heating and drying aqueous dispersion not substantially containing any nonvolatile aqueous assist agent so that a thickness is 0.1μm to 2μm during the drying.
