PROBLEM TO BE SOLVED: To solve the problem that an analyzer device is required in order to promptly report associated information about fault occurrence or communication quality, but there is a problem in costs in fault occurrence when the analyzer device is installed on a job site for investigation each time when the fault occurs.

SOLUTION: The radio base station comprises: a communication data analyzing means for analyzing real-time communication data due to a radio communication terminal to calculate real-time communication quality; a quality determining means for determining whether or not the calculated real-time communication quality is deteriorated from a predetermined level; and a sending means for sending first communication quality associated information to a predetermined destination in the case where the quality determining means determines that it is deteriorated.
