PROBLEM TO BE SOLVED: To reduce a processing load on an apparatus, in a virtual private network.

SOLUTION: A connection management information generating section c121 generates an inter-communication-apparatus connection notification for instructing a communication apparatus to generate an inter-communication-apparatus virtual private network with the other communication apparatus and to communicate with the other communication apparatus via the generated inter-communication apparatus virtual private network. A communication unit c11 transmits the inter-communication-apparatus connection notification generated by the connection management information generating section to the communication apparatus.
