PROBLEM TO BE SOLVED: To set a lighting area such that a lighting light is suitably thrown to an area where influence given to visibility of a driver by lighting of one's own vehicle is large. SOLUTION: In a difference fractionation image production part 22, a difference fractionation image of a lighting image photographed by a photographing means 12 when a headlight 16 is lighted and a non-lighting image photographed when the headlight 16 is not lighted is produced, and in an own light emission article recognition part 24, an area including a picture element having a picture element value of the difference fractionation image of a difference fractionation threshold value or lower and the picture element having a picture element value of the picture element corresponding in the lighting image or the non-lighting image of a high brightness threshold value or higher is recognized as an own light emission article. In a lighting area setting part 26, an area at a vehicle front side corresponding to an area including a picture element having the larger picture element value of the difference fractionation image than the difference fractionation threshold value and an area except for an upper area of the own light emission article are set as a lighting area where the lighting light should be thrown, and in a lighting control part 28, light distribution of the headlight 16 is controlled such that the lighting light is thrown to the set lighting area and the lighting light to the area other than the lighting area is not reduced or thrown.
