PROBLEM TO BE SOLVED: To provide a conductive carbon nano-substance whose cohesion is weakened so as to make dispersion-mixing uniform when the carbon nano-substance is dispersion-mixed in resin material particles to give conductivity. SOLUTION: Ozone is made to react with a hydrophobic carbon nano-material 1. Due to ozone, a hydrophilic radical is formed on the surface of the hydrophobic carbon nano-material, and the hydrophobic surface is changed into a hydrophilic surface and the interaction between benzene rings is impeded as well. This hydrophilizing treatment can be done in the same vessel as used for dispersion-mixing into resin-material particles. Thus, a high dispersibility carbon nano-substance 4 with the surface of which a hydrophilic radical is combined so as to have high dispersibility in resin-material particles and a solvent used for dispersion-mixing is obtained.
