<P>PROBLEM TO BE SOLVED: To provide a support for a lithographic printing plate excellent in inking properties, and to provide a lithographic printing plate material which has aptitude in laser drawing, enables process-less or chemical-free developing, and is excellent in inking properties. <P>SOLUTION: The support for the lithographic printing plate has a hydrophilic layer containing a water-soluble polymer which has at least one functional group selected from a carboxyl group, an amino group, or a hydroxyl group on a plastic film substrate, wherein a dissolving rate of the water-soluble polymer in a water extract of the hydrophilic layer is 5.4 mass% or less.
