PROBLEM TO BE SOLVED: To provide a radio communication system that determines the cell of a handover destination and executes handover. SOLUTION: A handover control server 3 calculates a weight function for a peripheral cell, based on network constituent information, cell constituent information, radio access capability of a mobile unit and used resources, on a cell basis measured by base stations 2-1 to 2-3; annunciates a cell list wherein weight function information with the calculated weight function and a weight function identifier paired, and information related to the weight function identifier of the peripheral cell, a base station for controlling the peripheral cell, a radio access method of the base station, an edge router for housing the base station and a router for identifying the edge router are registered, in association with the peripheral cell generated based on the weight function information, the network constituent information and the cell constituent information; and determines the cell of a handover destination by calculating a peripheral cell selection parameter by measuring radio line quality of a peripheral cell, where the mobile unit 1 is registered in the cell list and a cell which is currently connected.
