PROBLEM TO BE SOLVED: To provide a cleaning tool in a water tank, utilizing a siphon action, capable of easily performing the regulation of sucking-up the flow rate of water of the water tank. SOLUTION: The cleaning tool is provided by inserting/holding a flow rate-regulating device B into/to a watering pipe 17 connected with a sucking-up pipe P and capable of contracting or expanding its diameter, pushing the watering pipe 17 to a pipe-bending edge 44e installed at the pipe-holding hole 44 of the flow rate-regulating device B and bending it for squeezing its passage area so as to regulate the flow rate of water flowing in a watering pipe 17.
