PROBLEM TO BE SOLVED: To provide an inhibitor of an endothelial cell growth factor, causing little side effects and exhibiting effects on many cancer cells, and to provide an anticancer agent. SOLUTION: The inhibitor of the endothelial cell growth factor and the anticancer agent include bovine apolipoprotein C-III, a new protein having homology therewith, or a partial polypeptide thereof as an active ingredient. Specifically, the inhibitor of the endothelial cell growth factor and the anticancer agent contain a polypeptide having a specific amino acid sequence, or an amino acid sequence obtained by deleting, substituting and/or adding one or several amino acids from, with and/or to the amino acid sequence as the active ingredient.
