The device (200) has a processor receiving a measuring-control message over a radio-transmission-reception-module and measuring a signal quality of a radio cell to obtain a set of measuring results. The processor periodically filters the measuring results to obtain a set of filtered results. A system-controller is allocated to filter the measuring results by a filter coefficient, and two filtration loop-bandwidths are determined by filtering the measuring results at two measuring periods, respectively, and possess same value. An independent claim is also included for a signal processing method.
