PROBLEM TO BE SOLVED: To provide a water-stopping polyurethane foam-sealing material having flexibility, considering usage in a bent state or followability to steps, and having high insulating properties. SOLUTION: The water-stopping polyurethane foam-sealing material comprises a polyurethane foam layer having water-stopping properties and an urethane elastomer layer having the insulating properties, wherein the polyurethane foam layer and the urethane elastomer layer adheres to each other through chemical bonds. Further, the water-stopping polyurethane foam-sealing material may comprises an elastomer layer having a different function adhered through chemical bonds to the urethane elastomer layer.
