PROBLEM TO BE SOLVED: To provide an actuator having a dust prevention function, which can work while preventing the intrusion and deposition of fine particles into and on a driving part in an apparatus for manufacturing a composite structure, in which the fine particles are scattered, and to provide the apparatus for manufacturing the composite structure using the same. SOLUTION: The apparatus for manufacturing the composite structure prevents the fine particles from intruding into a housing or an extendable cover 42, by covering the actuator 7 used in the apparatus with the housing or the cover 42, introducing a gas from a gas introduction port 54 which is arranged in the housing or the cover 42 into the inside and simultaneously minimizing an opening of the housing or the cover to keep the pressure of the inside of the housing or the cover 42 higher than that of outside air.
