PROBLEM TO BE SOLVED: To provide a vehicle operation diagnosis device, a vehicle operation diagnosis method and a computer program which properly evaluates vehicle operation of a driver in terms of an inter-vehicle distance, from a viewpoint of safety. SOLUTION: The vehicle operation diagnosis device is configured to calculate a rate X as a value calculated by subtracting a "traveling distance where automatic deceleration control by a deceleration control type inter-vehicle distance control system has been operated due to a factor based on a preceding vehicle" from a "traveling distance where automatic deceleration control by a deceleration control type inter-vehicle distance control system has been operated" with respect to a "distance where a vehicle has traveled at least at the operation condition speed of the deceleration control type inter-vehicle distance control system", and to diagnose that the vehicle is running safely when the calculated rate X is less than a predetermined rate (for example, 10%), and to evaluate the safe drive.
