PROBLEM TO BE SOLVED: To suppress blurring in a video image in a vertical edge portion caused when the video image of the vertical edge portion slowly moves up and down with respect to a motion adaptive scan converting apparatus and a motion adaptive scan converting method for a video signal. SOLUTION: The motion adaptive scan converting apparatus for video signal comprises: an inter-frame differential absolute value calculation unit 6-31 for calculating an inter-frame differential absolute value S from an inputted interlaced video signal; a slow vertical motion detection unit 1-2 for detecting slow vertical motion of a video image from the inter-frame differential absolute value S; a dynamic/static determination value calculation unit 1-3 for determining whether the video image is dynamic or static from the inter-frame differential absolute value S and determining that the video image is static when the slow vertical motion is detected by the slow vertical motion detection unit 1-2; and an interpolation processing unit 1-4 for selecting either intra-field interpolation or inter-field interpolation, based on the dynamic/static determination due to the dynamic/static determination value calculation unit 1-3, or for weighting and mixing the intra-field interpolation and the inter-field interpolation.
