PROBLEM TO BE SOLVED: To reuse paper sludge discharged in a production process of sanitary tissue paper. SOLUTION: The problem is solved by compression processing the paper sludge of which the solid content is pulp fiber of 100% discharged in a process of producing the sanitary tissue paper and containing no filler so as to reduce the moisture content to ≤60 wt.%, and further reducing the moisture content to ≤40 wt.% and molding and solidifying the paper sludge with a pelletizer so as to form the solid fuel.
