<p>A method, an apparatus and a communication system for implementing policy and charging control are provided. The method includes: obtaining the closed subscriber group (CSG) identification of the subscriber access cell (210); determining the identity of the subscriber in the closed subscriber group to which the subscriber access cell belongs (220); according to the closed subscriber group identification and the identity of the subscriber in the closed subscriber group to which the subscriber access cell belongs, instituting the policy and charging control rules of the subscriber (230); informing the rules enforcement entity of the policy and charging control rules of the subscriber (240). In the technical solutions of the embodiment of the present invention, when the subscriber accesses the CSG cell, the rules instituting entity determines the identity of the subscriber in the CSG to which the subscriber access cell belongs at first, then institutes the Policy and Charging Control rules aiming at the identity of the subscriber. At the same time of ensuring that the subscription subscriber of the CSG has the priority to use the resources, it can avoid causing the charging loss of the operator as much as possible.</p> |
