PURPOSE: A manufacturing method of sand aggregate is provided to recycle wastes by using organic waste or soil microorganisms, and to prevent the soil or water contamination. CONSTITUTION: A manufacturing method of sand aggregate comprises the following steps: forming organic waste or by-product powder(ST100); mixing the organic waste or the by-product powder, with soil microorganisms(ST200); mixing the outcome with sand to inoculating the soil microorganisms to the sand(ST300); and supplying the moisture to the outcome and cohering the organic waste and the by-product powder(ST400).
