PURPOSE: A control apparatus for water level and waste drainage at the overall area in water reservoir is provided, which can keep a water tub clean by rapidly discharging floating matter or precipitating material. CONSTITUTION: A control apparatus for water level and waste drainage at the overall area in water reservoir comprises: a central canal inlet port(1); a central canal(2) in which surface water including suspended material flows in; an outer tube(3) in which a plurality of holes(4,5) are formed; a connection pipe(6) interlinking the outer tube and shield membrane apparatus; an outer tube connection pipe valve(7) controlling the outflow quantity; a shield membrane(8) which is formed in order to block or discharge contaminant; an outer tube outlet port(9); a blocking connection part(10) which blocks increase of the water level; a shield ball(11) which senses inflow water and opens and closes the shield membrane; a central canal outlet port(12); a connection pipe bottom connection pipe(13); a central canal connection pipe valve(14) controlling the effluent amount; an outer tube support stand(15) supporting the outer tube packing; a packing(16) preventing water leakage.
