PROBLEM TO BE SOLVED: To provide a decorative sheet of which sharpness deterioration of a pattern due to white turbidness is suppressed and which has excellent design properties and excellent contamination resistance properties, and to provide a decorative panel using the decorative sheet. SOLUTION: The decorative sheet includes: at least a low-gloss pattern ink layer partially disposed on a base material; and a surface protective layer lying on the low-gloss pattern ink layer in a contact state and covering the whole surface including an area where the low-gloss pattern ink layer is formed and an area where the low-gloss pattern ink layer is not formed. The low-gloss pattern ink forming the low-gloss pattern ink layer contains silica particulates having an oil absorption amount of≤150 ml/100g (based on JIS K 5101-13-1:2004). The surface protective layer is constituted by crosslinking and curing an ionizing radiation-curable resin composition. In the surface protective layer, a recessed area which is visually recognized as a recessed part is formed just above and in the vicinity of the low-gloss pattern ink layer.
