PROBLEM TO BE SOLVED: To provide a forming tool with which bending work of the maximum of 360°is accurately performed without using a tool having a complicated mechanism for a planar or bar-like base stock which is plastically deformed. SOLUTION: The forming tool is composed of: a fixed columnar or disk-like forming base; a pair of two forming levers which is connected to the fixed forming base so as to be rotated with the center of a cylinder or a disk which constitutes the fixed forming base as the axial center of rotation; forming rollers which are connected to the levers respectively so as to be rotatable with arbitrary positions on the forming levers as the axial center of the rotation and provided for bending the base stock to the side of the fixed forming base; and clamp levers on which an auxiliary rollers are arranged on the side opposite to the direction for forming the base stock to the forming rollers.
