PROBLEM TO BE SOLVED: To provide a storage system and a storage power consumption reduction method for effectively reducing storage power consumption by optimizing data arrangement according to data access frequency. SOLUTION: A storage system (2) is configured to provide a virtual storage region to a host device. The storage system (2) includes: a plurality of pools (4, 5, 6) allocated to the virtual storage region; a data rearrangement means (14) for rearranging data among the plurality of pools on the basis of the access frequency in response to a data rearrangement request; and a pool space reduction means (18) for, when there are a predetermined volume of free space of the pool storing the data whose access frequency does not satisfy a predetermined threshold as the result of rearrangement, reducing the space of the pool.
