PROBLEM TO BE SOLVED: To provide a cooling apparatus for a loose coil, which averagely increases a flow rate of a cooling medium, and continuously and forcibly cools the whole loose coil to increase an average strength of the loose coil, and to provide a cooling method therefor. SOLUTION: The cooling apparatus 1 for the loose coil includes: a partition plate 3 which partitions the inside of a cooling tank 1 into an upper space 4a and a lower space 4b; a jet nozzle 10 which jets the cooling medium along a transport direction of the loose coil C in the lower space 4b; and a suction part 11 which is arranged in the vicinity of the jet nozzle 10 and in an opposite side of the jet direction of the jet nozzle 10 and sucks the cooling medium. Openings 5 are formed on both ends of the partition plate 3 in the transport direction of the loose coil C, which communicate the upper space 4a with the lower space 4b. Straightening blades 14 are installed in the vicinity of the openings 5, which straighten the cooling medium flowing from the upper space 4a into the lower space 4b, and also straighten the cooling medium flowing from the lower space 4b into the upper space 4a.
