PROBLEM TO BE SOLVED: To provide a hydrophilic silicone resin composition which has an excellent weatherability, to which contaminants are hardly attached and from which contaminants are easily cleaned by water even if the contaminants are attached thereto, and which is therefore suitable for coating members used outdoor. SOLUTION: The hydrophilic silicone resin composition includes a silicone resin having a weight-average molecular weight in the range of 200 to 800, and a fluorine-containing oligomer having a water-repellent group composed of a fluoroalkyl group and a hydrophilic group constituted of an ethylene oxide unit. The content of the fluorine-containing oligomer is in the range of 1 to 20 pts.mass to 100 pts.mass of the silicone resin. A coating film formed of the hydrophilic silicone resin composition exhibits a high weatherability due to the silicone resin. The water-repellent group and the hydrophilic group distribute on the coating film surface, so the water-repellent group makes the coating film exhibit oil-repellency to make soil hardly attached, and the hydrophilic group makes soil float to allow the soil to be easily removed.
