PROBLEM TO BE SOLVED: To provide a regulation information display method which notifies a mobile terminal user of information concerning a regulation by transmitting predetermined information to a mobile terminal to be regulated at the time of congestion. SOLUTION: A regulation information display method is executed in a mobile communication system (1000) having a mobile terminal (10), a base station (20), and a base station control device (30). The base station control device includes: a congestion detection step detecting a congestion in the mobile communication system, a regulation terminal determining step selecting a mobile terminal to be regulated in terms of call and communication, a regulation information generation step generating regulation information, and a regulation information transmission step transmitting the generated regulation information to the mobile terminal. The mobile terminal has a regulation information reception step receiving the regulation information, and an item display step extracting a predetermined item from the received regulation information and displaying the extracted item.
