PROBLEM TO BE SOLVED: To provide an optical film capable of suppressing deterioration of a viewing angle, and to provide a light-emitting device equipped with the same. SOLUTION: A driving panel 70 having a plurality of organic EL elements 10 on a driving substrate 71 and a sealing panel 80 having a color filter 82 on a sealing substrate 81 are superposed one on another through a reflector 90. A base material film 91 having through-holes 91A in correspondence to the organic EL elements 10 is formed on the reflector 90. A light-reflective film 92 is formed on an inside face of each through-hole 91A, and a light-transmitting part 93 is formed inside each through-hole 91A and on both sides of the base material film 91.
