PROBLEM TO BE SOLVED: To provide a moving image encoding device and a moving image decoding device for improving predictive vector performance while suppressing the quantity of additional information for various image patterns.

SOLUTION: The moving image encoding device AA that allows inter-coding in encoding for the unit of a macro block, includes: a predictive vector control section 22 for inferring reduction in encoding performance in a processing block in inter-coding; and a first predictive vector generation section 23 for generating a predictive vector in the processing block on the basis of inference with the predictive vector control section 22.
