PROBLEM TO BE SOLVED: To provide a virtual machine system for selecting a template appropriately when changing a VM image format to a differential disk format, and to provide an operation method and program thereof. SOLUTION: The virtual machine system includes a VMM for operating a virtual machine that reads and writes data from and into a virtual hard disk created in a first format, a processing determination unit for determining whether the first format is desirable or not in comparison with a difference format, and an image format conversion unit for converting the disk format of the virtual hard disk into the difference disk format when the first format is not desirable. The image format conversion unit uses an optimal template candidate to be selected from a plurality of template candidates as a template to be used for the virtual hard disk after conversion.
