PROBLEM TO BE SOLVED: To solve such a problem that an effect of the conventional technique is hardly exhibited or is not exhibited only at the start-up time of an apparatus, detergent scum remains on the surface of a washing tank and consequently the propagation of microbes can not be suppressed since there is humid space in the washing tank. SOLUTION: A functional layer excellent in non-adhesiveness is formed on the surface of the washing tank of a washing machine. In an early stage, the functional layer-formed surface is contacted with water to exhibit hydrophilicity. After that, the surface has such a property that water spreads over the surface and exhibits non-adhesiveness to reduce the adhesive power of detergent scum or the like. After water spreads over the surface, the detergent scum having the weakened adhesive power can be washed away easily. Water falls by gravity owing to the initial hydrophilicity of the surface and flows along the surface to the bottom surface of the washing tank after water spreads over the surface. The spreading water is dried quickly, the inside of the washing tank of the washing machine is dried easily and therefore a space where microbes hardly propagate can be provided.
