<p><P>PROBLEM TO BE SOLVED: To provide a labor-saving, low cost and versatile IC card information processor, enabling presentation of useful information in regard to the validity period of an IC card. <P>SOLUTION: By use of use history information recorded on an IC card 2 when passing through an ETC gate, time information is obtained without provision of a clock on the device body of an onboard ETC unit 1.
