PROBLEM TO BE SOLVED: To suppress an overcurrent to a capacitor connected to an input terminal of a secondary battery at the start of charging. SOLUTION: A switch circuit 13 and a current limiting circuit 14 are connected in parallel between a charging terminal T and a charging circuit 11 in a portable apparatus 10. When a charging voltage Vb of the charging circuit 11 is low, the switch circuit 13 is turned off, and a limit charging current Ir is supplied to the charging circuit 11 by the current limiting circuit 14. When the charging voltage Vb is raised to a tolerable voltage Vp, the switch circuit 13 is turned on, and a main charging current Im is supplied to the charging circuit 11.
