PROBLEM TO BE SOLVED: To provide a method of manufacturing a thermoelectric conversion material capable of industrially inexpensively manufacturing a thermoelectric conversion material having a high mechanical characteristic and a high thermoelectric characteristic at the same time, and capable of withstanding practical use. SOLUTION: In manufacturing a thermoelectric conversion material containing two or more elements out of Bi, Sb, Te and Se, a mixture prepared by mixing metal materials each having an oxygen concentration≤500 ppm with each other at a predetermined mixing ratio is melted in an inactive atmosphere to manufacture an ingot material; the ingot material is pulverized into fine powder having an average particle diameter of 2-10μm and an oxygen content≤4,000 ppm; and the fine powder is sintered in an inactive atmosphere, whereby the thermoelectric conversion material is manufactured.
