PROBLEM TO BE SOLVED: To provide an X-ray image synthesizer, a method and a program capable of synthesizing a plurality of X-ray images to different subjects photographed by using an optional X-ray photographing device in order to heighten training efficiency of a baggage inspector at an airport or the like, and generating an X-ray image equivalent to an X-ray image acquired by photographing different subjects as one image by using the X-ray photographing device. SOLUTION: Test body data 2 which is characteristic to the X-ray photographing device are input from a test body data input means 1. An X-ray synthesis coefficient is calculated by a synthesis coefficient calculation means 3, and registered in an X-ray synthesis coefficient DB 4. An X-ray component image is input from a synthesis object data input means 5, and registered in an X-ray component image DB 6. A plurality of X-ray component images can be held in the X-ray component image DB 6. A plurality of image components are arranged by a synthetic image generation means 7 from the X-ray component image DB 6 on positions designated by an operator on an image to be synthesized, and synthesized X-ray image data 9 are generated from each image component and data 4 for X-ray superposition.
