PROBLEM TO BE SOLVED: To provide a monitoring device which is provided with an image pickup device that can instantaneously and surely determine abnormalities of changes in the movement during circulation monitoring, by comparing the last screen on the previous movement detection screen at the same imaging position with the present initial movement detection screen, after a single circulation monitoring and by detecting the change. SOLUTION: The image pickup device that detects the movement of a screen, while repeating circulation monitoring and detects the movement by comparing the previous monitoring screen with the present screen at each imaging position.
