<P>PROBLEM TO BE SOLVED: To provide a developing device capable of finely adjusting a gap between a developing roller and a magnetic roller, and to provide an image forming apparatus on which the developing device is loaded. <P>SOLUTION: The developing device includes: the magnetic roller (50) disposed in a housing (30), and including a magnet (56) for forming a magnetic brush of carrier and toner; the developing roller (60) which forms a layer of the toner transferred from the magnetic brush; a bearing member (90) which is supported in the housing so that it can freely rotate about the axis of the magnetic roller, and which holds both the magnetic roller and the developing roller and determines the gap (G) between them; and a compression spring (96) disposed between the housing and the developer roller holding portion (93) of the bearing member, for energizing the developing roller toward an image carrier (5).
