PROBLEM TO BE SOLVED: To evade a malfunction, that an emergency call device is activated in response to a call incoming from a person other than a user, and further to determine the situation, that an emergency call is required when an attendant is absent. SOLUTION: An emergency mode setting button 18 is provided for restricting an opportunity to activate an emergency call device 10 in response to call incoming. A call determination control section 22 is provided for determining re-calling through caller number collation, thereby surely determining re-calling from the same user. When the call mode setting button 18 is operated, in the emergency call device 10, a call discarding detection 24 detects that, when the call determination control section 22 receives an incoming call, a caller determines no response for a predetermined time and discards the call. Re-calling within a subsequence reference time is determined by a re-calling determination 25 and by repeating call discarding and re-calling multiple times, an emergency call determination 26 determines the necessity of an emergency call, so that the emergency call device 10 is activated.
