PROBLEM TO BE SOLVED: To provide an optical device for reducing stray light due to light having entered a drive means, and to provide an optical scanner and an image forming apparatus. SOLUTION: The optical device 1 includes: a movable plate 10 arranged in a distribution range B of light incident from the outside and having a metal film 11 reflecting the light; a shaft member 20 for swingably supporting the movable plate 10 around a shaft A; a permanent magnet 61 provided on the movable plate 10; and a coil 62 and an ac signal generator (power source) 63 composed so as to generate electromagnetic force with the permanent magnet 61 and swing the movable plate 10. The optical device is constituted of a face having a normal vector so that a part included in the distribution range B of the light in the coil 62 and the ac signal generator (power source) 63 may reflect the light out of a prescribed range.
