PROBLEM TO BE SOLVED: To provide a technique capable of forming a reducing atmosphere in a wide range by forming the reducing atmosphere even in an area away from a burner. SOLUTION: A pulverized coal burner 1 includes a fuel nozzle 11 supplying pulverized coal and fuel 21 having air for conveying the pulverized coal, a primary air nozzle 12 disposed in an outer side of the fuel nozzle 11 and supplying primary air 22, and a secondary air nozzle 13 disposed in an outer side of the fuel nozzle 11 and the primary air nozzle 12 and supplying secondary air 23. A fuel flow swirl vane 27 forming a swirl flow in the fuel 21, a primary air flow swirl vane 28 forming a swirl flow in the primary air 22, and a secondary air flow swirl vane 29 forming a swirl flow in the secondary air 23 are provided in respective nozzles. The fuel flow swirl vane 27 is disposed such that a swirl direction of the fuel 21 is in an opposite direction with respect to swirl directions of the primary air 22 and the secondary air 23.
