PROBLEM TO BE SOLVED: To provide an insulator excellent in resistance to heat, an ultraviolet ray, chemicals, and the like, and having a high isolation voltage. SOLUTION: The insulator 1 includes a dielectric part formed mainly of two ceramics with different dielectric constants, wherein a part of the dielectric part having a low dielectric constant lower than 15 is a low dielectric part 2, a part of the dielectric part having a high dielectric constant no less than 15 is a high dielectric part 3, and the low dielectric part 2 and the high dielectric part 3 are unified by sintering.
