<P>PROBLEM TO BE SOLVED: To provide an adhesive film which improves a laminate property, and a flat cable which improves flexibility. <P>SOLUTION: The adhesive film (10a, 10b) has an adhesive layer (2a, 2b) on an insulating film (1a, 1b), wherein the adhesive layer (2a, 2b) uses a phosphorus modified polyester urethane resin as a base resin, and uses an adhesive which blends, with the base resin of 100 pts.wt.; 60-100 pts.wt. of a phosphorus nitrogen based flame retardant; and 30-50 pts.wt. of an inorganic filler.
