PROBLEM TO BE SOLVED: To achieve an efficient fallback in radio communication. SOLUTION: A plurality of communication rates in radio communication and retransmission upper limits for making a maximum required time of data transmission at each communication rate common are associated with each other and set in a table. A communication rate of transmission data is determined (S1), and a retransmission upper limit corresponding to the communication rate is obtained from the table to be set as an existing retransmission upper limit (S2). The number of retransmissions of transmission data at the communication rate is counted (S6), and when the number of retransmissions exceeds the existing retransmission upper limit (S7), the communication rate is reduced to a lower communication rate based on the table (S8). The existing retransmission upper limit is updated by the retransmission upper limit corresponding to the reduced communication rate (S9), and the transmission data is retransmitted at the reduced communication rate (S3).
