PROBLEM TO BE SOLVED: To provide a radically polymerizable composition which has antifouling property at very high level attributable to excellent antistatic property and which forms a film having a high hardness and excellent in decontamination property and abrasion resistance. SOLUTION: The radically polymerizable composition includes a urethane (meth)acrylate (A) which has a polysiloxane (a)-derived structure having a polyalkylene oxide chain at a side chain, a urethane (meth)acrylate (B) which does not have the polysiloxane (a)-derived structure having a polyalkylene oxide chain at a side chain, an antistatic agent (C), and a crosslinking agent (D). The urethane (meth)acrylate (A) is prepared by bonding an active hydrogen-atom-containing group of the polysiloxane (a) having a polyalkylene oxide chain at a side chain to a hydroxyl group of a polymerizable monomer (d) having a hydroxyl group and at least two polymerizable unsaturated double bonds through an isocyanate-group-containing compound (b).
