PROBLEM TO BE SOLVED: To provide a travel path creating device and the like for quickly outputting a proper travel path.

SOLUTION: A microcomputer 9 creates a plurality of candidates of possible moving trajectories of an obstacle O, calculates travel paths of a vehicle 1 to prevent contact between the vehicle 1 and the obstacle O when the obstacle O moves along the moving trajectory, and selects the optimal one of the travel paths calculated.
