PROBLEM TO BE SOLVED: To solve the problem of causing excessive communication expenses. SOLUTION: On the basis of requested location information for identifying a range of requested traffic information, and existing location information for identifying a range of traffic information stored in a recording medium mounted on a vehicle, it is determined whether the required traffic information and the stored traffic information are duplicated or not. If it is determined that the required traffic information and the stored traffic information are not duplicated, a prescribed communication unit is controlled to transmit the requested traffic information in the range. If it is determined that the required traffic information and the stored traffic information are duplicated, the prescribed communication unit does not transmit the traffic information.
