PROBLEM TO BE SOLVED: To prevent any detection mistake due to the effect of the variation of contrast. SOLUTION: A first calculation means 2 calculates the appearance frequency (degree) of each of the scales of the luminance gradient vectors of an image to be determined (decision object image) 5 whose scale is the same as the scale of an image to be compared (template image) 7 in each of the directions of the luminance gradient vectors. A second calculation means 3 compares each appearance frequency of the decision object image 5 with the appearance frequency of each of the scales of each of the luminance gradient vectors of a template image 7 corresponding to each appearance frequency of the decision object image 5 in each of the directions of the luminance gradient vectors to calculate similarity. A decision means 4 determines whether or not the decision object image 5 is an image which is similar with the template image 7 based on the similarity calculated by the second calculation means 3.
