<P>PROBLEM TO BE SOLVED: To provide a system to increase sphincter muscles. <P>SOLUTION: The system includes a catheter assembly comprising catheter. The catheter is connected to a syringe in the proximal end of the catheter, and it is connected to a tissue puncture needle in the distal end of the catheter. The catheter is constituted so that it is introduced into a patient. The needle is constituted so that it punctures a sphincteral outer surface, and it is constituted so that it advances by a certain distance into the sphincter muscle.
