PROBLEM TO BE SOLVED: To protect the privacy of video while maintaining the operability of an image capturing apparatus or a monitoring system as it is. SOLUTION: A region, in which privacy is to be protected, is set by a mask pulse position setting means 5. The mask pulse coping with the privacy protecting region of video output from the image capturing apparatus is generated by a mask pulse generating means 6. The mask is covered over a video signal by controlling a video signal switching means 3 by the mask pulse so as to select the video signal of a video signal generating means for mask 1. The privacy protecting region can be changed so as to follow the privacy protecting region in accordance with a zoom magnification or a pan tilt position. Limit is not given to the operation of pan tilt of a motor-driven turning universal head, so that ease of operation is superior.
