PROBLEM TO BE SOLVED: To provide an image forming apparatus performing charging and cleaning for the surface of a latent image carrier with a small number of parts and favorably, and to provide an image forming method. SOLUTION: Although toner is cleared away from the surface of a photoreceptor 2 by a conductive blade 4, a portion of a surface layer part of a lubricant layer is also scraped off at that time, so that toner is deposited on a ridge part 4a of the tip of the conductive blade 4 that abuts on the surface of the photoreceptor 2 together with zinc stearate (a lubricant), and also toner is fixed due to influence of the zinc stearate. However, since an external additive having a polishing effect is contained in the toner, the toner and lubricant fixed to the ridge part 4a of the conductive blade 4 are polished by the external additive, thereby surely restraining growth of the fixed part AR. Even when image formation is continued for a long period of time, primary charging and cleaning for the photoreceptor 2 using the conductive blade 4 can be favorably performed.
